Position: Gender, Youth and Community Inclusion Specialist
Location: Kampala, Uganda
Reporting to: Chief of Party

- Fosters communication and collaboration and strengthens working relationships between communities/CSOs, district/local government authorities, and local representatives of the UWA and NFA
- Ensures that gender, youth, local community, and social considerations are woven throughout all Activity interventions
- Advocates to district authorities, UWA, and NFA on behalf of the interests of women, youth, and local communities. Communicates women’s, youth’s, and communities’ feedback, learnings, and other interests directly to B4R management, and indirectly, to UWA and NFA headquarters
- Works with B4R specialists embedded in the PAs to ensure women’s, youth’s, and local communities’ priorities, needs, and wants are accounted for and addressed in development of community conservancies and collaborative forest management groups
- Participates in B4R’s cross-Outcome Community and Private Sector Partnerships Working Group
- Facilitates negotiation, signing, and implementation of benefit-sharing agreements to enhance access to protected wildlife resources outside PAs
- Leads Gender, Youth, and Social Inclusion (GYSI) Analysis and development of resulting plans and activities for inclusion in the B4R life of project work plan.
- The GYSI Analysis process requires compiling and reviewing existing GYSI analyses and similar research and reports on gender, youth, and social inclusion considerations in each of B4R’s 6 landscapes: Kidepo Valley National Park (NP), Murchison Falls NP, Budongo Central Forest Reserve, Lake Mburo NP, Queen Elizabeth NP, and Kalinzu Central Forest Reserve with regard to biodiversity conservation and natural resources management
- Assists Political Economy Analyses (PEAs) and development of resulting plans and activities for inclusion in the B4R life of project work plan.
- PEAs will help B4R identify the power issues at work between communities, district authorities, UWA, and NFA, and the factors and incentives that undermine these relationships.
- Regularly collects monitoring and evaluation data from engagement of women, youth, and local communities and transfers it to the B4R monitoring, evaluation, research, learning, and adapting (MERLA) team
- Coordinates with the RTI-implemented, DFID-funded Governance, Accountability, Participation, and Performance (GAPP) Program to build on best practices for local government and CSO engagement
- Facilitates increased appreciation of biodiversity by women, youth, and local communities
- Assists B4R identification of appropriate women’s, youth’s, and local communities’ organizations and initiatives for possible Strategic Investment Fund (SIF) funding
- Supports achievement of B4R governance outcomes, outputs, and indicators as follows:
- Activity-level Goal: Percentage of targeted CSOs with equitable inclusion of women, men, and youth in decision-making positions
- Outcome 3: GOU Strengthens its Sustainable Management of Targeted PAs and Biodiversity Adjacent to PAs
- Number of laws, policies or regulations that address biodiversity conservation and/or other environmental themes officially proposed, adopted, or implemented as a result of United States Government (USG) assistance
- Number of CSOs receiving USG assistance engaged in advocacy interventions
- Number of institutions with improved capacity in land or water management
- Enhanced frameworks for local planning
- Stronger relationships between communities and PAs
- Number of hectares of biologically significant areas under improved natural resource management as a result of USG assistance
- Number of land and property rights disputes resolved by local authorities, contractors, mediators, or courts as a result of USG assistance
- Continued GOU support for multi-sectoral development planning in the Albertine Rift, as evidenced by regular meetings of the coordination platform and/or resource allocation
Continued GOU support for the “basket of benefits” to create necessary enabling conditions for engaging in conservation activities, as evidenced by Uganda’s index score in the UNDP Human Development Report
Minimum Required Education & Experience
- Master’s degree in education, social sciences, statistics, or related field and minimum of 9 years of experience designing and implementing M&E systems for international donor-funded projects, including USAID-funded projects
- At least 5 years’ experience with USAID-funded project M&E.
- Familiarity and experience with indicators relevant to biodiversity and/or Feed the Future preferred
- Ability to articulate (and apply) CLA principles
