  1. COUNTY ELECTION MANAGER

The County Election Manager is responsible for facilitating and monitoring the delivery of effective and efficient election operation services within the County. This entails providing oversight on electoral activities; managing the Constituency Election Coordinators; providing guidance on the implementation of the Commission’s strategy; and coordinating periodic reporting of County activities.

DUTIES AND RESPONSIBILITIES

  1. Develop & oversee implementation of County strategies, work plans and budgets that are aligned to the Commission strategy;
  2. Facilitate and monitor the delivery of effective and efficient County election services including voter registration, voter education, warehouse and logistics activities;
  3. Develop accountability measurements, monitor the performance indicators at the county and constituency levels and ensure timely preparation of periodic reports;
  4. Coordinate voter registration, education & election operation processes at the County & Constituency ensuring the timely availability of the requisite resources;
  5. Liaise with County administrative & security official to facilitate all election activities;
  6. Maintain a good public image of the Commission at County & Constituency levels;
  7. Liaise with Commission secretariat to monitor County Political Parties’ activities;
  8. Coordinate all surveys/researches at both the County and Constituency level;
  9. Coordinate the HR & Administration function at the County and Constituency level;
  10. Liaise with stakeholders to delimit wards and constituency boundaries;
  11. Coordinate and provide leadership to the Constituency Election Coordinators in the County, lead and mentor staff at County and Constituency levels;
  12. Coordinate support services at County and Constituency levels including procurement, maintenance, transport management, protocols and ensure safe custody of the Commission’s assets;
  13. Collate evidence related to the elections cases and coordinate conflict prevention and dispute resolution activities;
  14. Provide logistics for voter registration at Constituency levels and consolidate data for uploading and Monitor voter registration programmes;
  15. Conduct stakeholders meetings at County level to monitor the electoral climate during the electoral period;
  16. Monitor voter education at County and Constituency levels and provide feedback to the voter education and partnership directorate;
  17. Maintain and secure election materials and equipment and carry out monthly stock taking on Commission assets;
  18. Distribute election materials to Constituency on a need to do basis and in accordance with the electoral calendar;
  19. Ensure security of election materials, premises and warehouses in the County;
  20. Provide administrative and logistical support services during the electoral period;
  21. Facilitate the Returning Officers and plan the logistics of electoral operation in the respective County;
  22. Foster good public relations with stakeholders in the region to facilitate electoral operations in the respective county;
  23. Compile stakeholders’ complaints and resolve minor conflicts prior to escalation to headquarters;
  24. Monitor and report on political campaigns that are conducted in the County;
  25. Supervise elections and electoral training in the County to build capacity on electoral operations and conduct of staff; and
  26. Facilitate timely sourcing and payments of goods and services in accordance with the relevant laws (AIE holder).

REQUIREMENTS FOR APPOINTMENT

  1. Degree in Social Sciences from a recognized university;
  2. Masters in Social Sciences from a recognized university (Added advantage);
  3. Must have served in the grade of Constituency Election Coordinator or its equivalent in the Commission for at least five (5) years;
  4. At least eight (8) years’ experience in management preferably in public affairs or a related field. Proven experience in results-based management or monitoring and evaluation or managing election processes is an added advantage;
  5. Must be a resident/hail from the County he/she is applying to be considered;
  6. Knowledge of the electoral framework;
  7. Strategy development and execution;
  8. Leadership and people management skills;
  9. Good negotiation, problem solving and analytical skills;
  10. Excellent presentation, oral and written communication skills;
  11. Ability to make critical and timely decisions in a highly sensitive environment.

 

  1. HUMAN RESOURCE MANAGEMENT OFFICER

The Human resources management officer shall be responsible for the provision of technical services in all aspects of HR management.

DUTIES AND RESPONSIBILITIES

  1. Verification of information relating to recruitment, appointment and transfers.
  2. Human Resource Management records and complement controls;
  3. Assist in the development of staff development plans;
  4. Coordinate staff appraisal with other departments;
  5. Processing cases for the Commission Human Resource and Training Committee and Management/Commission disciplinary Committee;
  6. Assisting in the implementation of the Committees decisions; and
  7. Supervising and guiding clerical staff in the Department.

REQUIREMENTS FOR APPOINTMENT

  1. Minimum of Bachelor’s degree in Human Resource Management or equivalent qualification from a recognized university/institution;
  2. Three (3) years of relevant experience in a busy organization;
  3. Member of the Institute of Human Resource Management and in good standing;
  4. Computer literate;
  5. Conversant with employment and Labour laws

DUTIES AND RESPONSIBILITIES

  1. Supervise and provide guidance and advice in Supply Chain Management to staff working under the officer;
  2. Preparation of procurement plans;
  3. Conduct market survey and research;
  4. Participate in disposal of stores and equipment in accordance with laid down regulations and procedures;
  5. Preparation of periodic Supply Chain Management reports/returns;
  6. Coordinate inspection, verification and receiving of goods and services;
  7. Coordinate payments of goods and services; and
  8. Secretary to the Commission’s Procurement Committees.

REQUIREMENTS FOR APPOINTMENT

  1. Minimum of Bachelor degree in Supply Chain Management or equivalent from a recognized university;
  2. Member of a relevant professional body;
  3. Three (3) years of work experience in procurement/supply chain management;
  4. Good interpersonal and communication skills, team player, good management and leadership skills;
  5. Computer literate and possess good analytical skills;
  6. Conversant with the provisions of the Public Procurement & Assets Disposal Act and Regulations;

  1. General management of the office;

  3. Maintaining and organizing diaries and make appointments for efficient departmental time schedules;
  4. Dealing with incoming emails and correspondence on behalf of managers as first level of communication;
  5. Meeting/welcoming visitors at all levels of seniority to maintain office protocol;
  6. Devising and maintaining office systems that include data management and files for efficient record preservation within the department;
  7. Drafting departmental meeting minutes and transcribe them into official internal letterheads and templates for sign off by the Supervisor;

  4. Maintaining work tickets for assigned vehicle;
  5. Maintaining servicing and fueling schedules for allocated motor vehicles;
  6. Ensuring security and safety of the vehicle on and off the road;
  7. Ensuring safety of the passengers and/or goods therein;
  8. Adhering to traffic code/safety precautions to avoid accidents and violations;
  9. Reporting any accidents and incidents related to the allocated vehicles; and
  10. Maintaining cleanliness of the vehicle.

REQUIREMENTS FOR APPOINTMENT

  1. Served in the grade of Driver II for a minimum period of three (3) years
  2. Valid driving license free from any current endorsement(s);
  3. Passed occupational trade test I for drivers;
  4. Undergone Refresher Course for drivers lasting not less than one (1) week at the Kenya Institute of Highways & Building Technology (KIHBT) or recognized Institution;
  5. Possess Defensive driving certificate from Automobile Association(AA) of Kenya or equivalent;
  6. A valid Certificate of good conduct from the Kenya Police;
  7. Undertaken First Aid certificate course lasting not less than 1 week at St. John Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or its equivalent;
