  1. DEPUTY CHIEF EXECUTIVE OFFICER – HCM TECHNICAL SERVICES -1 POST V/NO.2/2020

(a)Duties and Responsibilities

Strategic/ Policy Responsibilities

  1. Initiate the implementation of the Commission’s Strategic plan within the Directorate.
  2. Initiate the implementation policies, procedures and regulations for the Commission;
  3. Coordinate the implementation of policies and procedures on HR strategies and plans for the Commission;
  4. Enact policies, procedures and regulations for stakeholder management and development partners;
  5. Provide guidance on the formulation policies and procedures on performance management system for the Commission;
  6. Coordinate the development and operationalization of HR framework for the Commission.

Managerial Responsibilities

Requirements for appointment

Duties and Responsibilities

Strategic/ Policy Responsibilities

  1. Develop finance policies and procedure manuals;
  2. Develop systems and management practices that facilitate efficient and effective management of the financial management function;
  3. Develop strategies to enhance absorption of budgets;
  4. Recommend solutions to financial challenges, and appropriate action plans;
  5. Plan for training to enhancing financial management skills;

  • Establish and maintain relations with external donors to lobby for funds to ensure availability of sufficient Capitals, required for the continuity of business operations;
  • Ensure supplier performance management is effectively managed through the analysis of value delivered against signed contracts and services provided by suppliers, in order to achieve value for money for the Commission;
  • Supervise preparation of feasibility studies, financial plans, annual budgets and other financial records, to ensure accuracy of generation of reports, for the provision of information;
  • Ensure the Commission complies with all audits, accounts and report requirements as set by its mandate;
  • Develop strategies to motivate staff within the Directorate for effective service delivery; and

Duties and Responsibilities Managerial Responsibilities

  • Analyze the Human Capital Management and Development structures and systems, Human Capital metric reports and research findings;

  1. Administer staff benefits in line with the Commission policies, procedures and best practice;

  3. Undertake employee discipline and grievances handling process to ensure compliance to the employment laws, Commission policies and procedures;
  4. Coordinate preparation of Committee and Commission agendas;
  5. Empower the employees to meet challenging organization goals;
  6. Manage salaries and pension administration;
  7. Develop the unit/section work plan;
  8. Identify areas of review in the National Police Service training curriculum;
  9. Undertake formulation and preparation of Personal Emoluments budget;
  10. Ensure the Performance Appraisal of staff is conducted efficiently and effectively;
  11. Monitor the implementation of Human Capital Management rules, regulations and procedures;
  12. Provide and handle staff welfare;

Requirements for appointment

  • Master’s degree in social sciences from a recognized University in any of the following fields; HRM, Business Administration, or Public Administration;

Managerial Responsibilities

  1. Maintain the overall integrity of the commission’s network and system operations to ensure integrity of information in the commission
  2. Manage all matters related to quality assurance as well as testing of software to ensure viability of the systems and application;
  3. Manage technical hardware and software crisis situations to support continuity of business operations;
  4. Facilitate smooth running of all information communication technology systems and ensure adherence to software licensing laws;
  5. Liaise with user departments to ensure effective maintenance of ICT equipment;
  6. Identify information communication technology training needs for officers in the commission to facilitate capacity building of the divisional staff;

  1. MANAGER FINANCE -1 POST- V/No. 14/2020

Duties and Responsibilities Managerial Responsibility

  1. Co-ordinate the design of financial aspects for all new projects/ programs and agreements for approval;
  2. Coordinate the general accounting and payables functions;
  3. Coordinate budget costing activities in line with the set budget control policies, to ensure effective and efficient utilization of funds within the Commission;
  4. Determine budgetary constraints on financial expenditures on the Commission’s budget, and make decision in line with the department’s strategy on the allocation of funds;
  5. Supervise the performance appraisal of staff that report to the position to ensure the achievement of both individual and Commission goals;
  6. Ensure finance functions are in line with the departmental objectives and strategy; and facilitate the proper utilization, custody and maintenance of assets to ensure the efficiency and effectiveness quality of service to the department and reduce on the wastage of capitals provided.

Operational Responsibility

  • Prepare directorate’s budgets for the recurrent and operational votes and quarterly expenditure forecast as a basis for discussions with the Treasury for release of funds;
  • Prepare proposals seeking funds for additional expenditures and reallocation of voted funds during the year;
  • Prepare quarterly and monthly expenditure reports for review by management, to provide information on the current usage of the Commission’s budget, necessary for decision making on budget utilization;
  • Compile pending bills required for approval by management to ensure timely payment in accordance to the financial department strategy;
  • Participate in the preparation of financial reporting policies to conform to the existing government regulations;
  • Prepare cash requirement projections for authorization by management, to ensure timely allocation of funds for the implementation of the commission activities;
  • Prepare reports on public expenditure and for use by management to make recommendations on how to improve the utilization of funds in the Commission;
  • Prepare financial commitments, issue local purchase orders (LPOs) and Local Service orders (LSOs),for timely payments and service delivery to the Commission;
